Easements:
- Dominion's Mars Hill project in Loudon proposes a 100 foot clearcut right of way for 230 kV lines and a 150 foot clear cut right of way for a 230kv+500kV line like the Kraken. What safety studies is Dominion using to justify the Kraken's dangerously narrow 120 foot clearcut right of way? Why is Dominion using different standards for projects that carry the same voltage?
- Virginia does not have specific requirements for easement widths. What has Dominion found other agencies and countries use as safe minimum easement widths for high voltage lines?
- What happens to the permitted structures (homes, pools, school tracks, baseball fields, septic fields, homes) Dominion has approved for encroachment within the 335 foot easement?
- The Kraken passes over a geological formation called the Devil's Backbone that is nearly 300 feet in elevation and the French Branch which is approximately 270 feet in elevation where active farming takes place before crossing over an active road -- all within about 200 feet. How tall will the poles need to be to accommodate this geologic formation and farm equipment safely?
- How does Dominion intend to accommodate the 120 foot height monopole limitation in the Arkendale easement?
- If Staffordians work with Dominion to get a right of way through a proposed Quantico route, will Dominion release the Arkendale/Kraken easements back to Stafford landowners?
- Can Dominion show evidence that any power company anywhere (beside itself) has calculated its safe to put high voltage power lines this close to schools and residential areas?

Community effects:
- The Kraken passes over several ponds. What will happen to them?
- The Kraken passes through the properties of five Stafford schools. Which studies has Dominion used to illustrate it's safe to put 730 KV on or across school property?
- The Kraken passes over the track at Mountain View High School. Will it be permanently destroyed to accommodate the Kraken? If so, will Dominion repay the county for destruction of the encroachment it allowed within its easement? How will Kraken construction affect the ability of the track team to practice? What will Dominion do to offset the effect on Stafford students from losing their ability to practice? If the field is not destroyed, which studies has Dominion used to illustrate it's safe to have a track under 730 KV of electricity?
- The Kraken passes over home plate at the baseball field at Rodney Thompson Middle School. Will the baseball field be permanently destroyed to accommodate the Kraken? If so, will Dominion repay the county for destruction of the encroachment it allowed within its easement? How will Kraken construction affect the ability of the baseball team to practice? What will Dominion do to offset the effect on Stafford students from losing their ability to practice baseball? If the field is not destroyed, which studies has Dominion used to illustrate it's safe to have a baseball field under 730 KV of electricity?
- The buried 230 kV line that passes through Autumn Ridge park was adapted so that the route did not pass under park facilities. Why was the 230 kV line originally adapted?
- The Kraken passes directly through Autumn Ridge park. Will the park be permanently destroyed to accommodate the Kraken? If so, how will Dominion make restitution to the county for the park's destruction? If not, which studies has Dominion used to illustrate it's safe to have a park under 730 KV of electricity?
Historical areas:
- The Kraken passes through property owned by members of the Patawomeck Indian tribe of Virginia. How will Dominion protect their lands?
- One half mile of the Kraken passes through property that has been held in one Stafford family for over 200 years. That property includes a slave graveyard, an active family graveyard with five generations of the family buried in it, an original Civil War era summer kitchen, a Quaker era spring house from which the family still takes its water, and a historic hay barn -- all on the Stafford Register of Historic Places. That farm is also included in the Chesapeake watershed area and is actively farmed. How will the Kraken affect farming operations, the skyline of this historic site, and pollute the above ground French Branch overwhich the Kraken passes and feeds the spring that provides water to the Depression era farmhouse and newer hilltop house?
- Within 1000 feet of the Kraken is the original Civil War home site of Charles J French, who was captured at Gettysburg, built his home east of Poplar Road (now Poplar Estates), and established a brandy distillery cited on the historic map of Stafford drawn by Eugene Scheel. What efforts is Dominion making to protect the views from this historic site?
- 750 feet from the Kraken route is a standing fireplace, all that remains of a Civil War era homestead. What effect will Kraken drilling for its poles and the traversing of heavy equipment have on the stability of the ground near that site? What efforts will Dominion make to prevent that structure from falling?
- In the area the Kraken traverses between Hartwood Road and Poplar road are 21 archaeological sites on record with the Virginia Department of Historical Resources. What is Dominion doing to protect these sites?
Safety questions:
- Why is the the "study area" for the Kraken a mile wide on each side of the easement center line? How far reaching are the effects of these projects?
- During Congressional hearings in 2014, it was asserted that there has never been a 500 kV powerline in a 150 foot right of way passing through a residential area that has earthquake activity. What studies has Dominion done establishing that 730 kV of electricity passing through a 120 foot right of way in a residential area with earthquake (hurricane, tornado, derecho, and nearby military training) activity is safe?
- Stafford schools use wifi, and many teachers have cellular phones, which emit EMF. The 730kV Kraken will emit more. What is the predicted amount of EMF radiation expected to hit Stafford Schools? When added to EMF already in schools, what is that total amount?

Which studies show that these noises are not distracting to students with processing difficulty? Which studies show how constant noise used to torture enemies is different than the noise emitted by high voltage lines?
- In his presentation to the Stafford County Public Schools board, Dominion rep Andre May said that Dominion could work with Stafford to place Kraken poles on the edges of school property to preserve sight lines. Power lines sag, and this proposal actually puts the power lines and the resulting EMF radiation closer to Stafford schoolchildren. What alternatives does Dominion propose that will both protect Stafford students from EMF and mitigate the effect on sight lines?
- In his presentation to the Stafford County Public Schools board, Dominion rep Andre May displayed an image of a school in Richmond near distribution lines in an attempt to indicate the safety of power lines near schools. The Kraken, however, is a transmission line that carries many times more electricity. What studies show that high voltage lines are safe near schools? How many schools have high voltage power lines passing just 1000 feet from their front doors or directly over their running tracks and baseball fields?
Money issues:
- At the meeting with Seven Lakes subdivision, Dominion rep told residents the Kraken would increase property values. Which studies does Dominion have showing that adding 730 kV high transmission lines within 60 feet of a residential structure increases its value?
- HUD has guidelines that require structures within easements containing high voltage power lines include a description of the engineered fall distance of the poles. These properties may be rejected for loans. If Staffordians find that their property can not be refinanced or sold because it has structures that run afoul of HUD guidelines, what is the recourse?
- Relative to the HUD guidelines, what is the engineered fall distance for the Kraken poles? Does that fall distance change with the height of the poles? Has Dominion calculated the engineered fall distance for every encroachment within the 335 foot easement?
- Has Dominion done studies on the effect on property values when 730kV of electricity is added to a plat? Do they have any studies on the effect on property values of having high voltage power lines on residential lots? Will they share them with us?
- What is the rate increase that Dominion predicts for the construction of the Kraken? Has Dominion made any effort to ensure that data centers pay for construction?
Communication:
- Why has Dominion refused every invitation by the Stafford Board of Supervisors, Stafford County Public Schools, and residents to engage in an in-person public discussion about the Kraken?
- Dominion changed the name of the Kraken Loop project on its website immediately after public discussion was closed. This broke URLs from its own paperwork, newspaper coverage, and community groups, making it impossible for interested parties to find information from Dominion online. Why did it take more than two months for Dominion to make a URL redirect, even after being requested to do so one week after citizens noticed the change?
- Why has Dominion cherry picked the citizen questions to which it will respond during the online meetings it has held?
- Why hasn't Dominion published the answers to our questions about the Kraken on its website?
- Why did Dominion attempt to obscure the fact that it is actually trying to squeeze two power lines into the 120 foot Kraken right of way?
- Why did Dominion publish inaccurate mockups of the effect of the Kraken in Stafford County in Geovoice that did not show a to-scale, clearcut right of way? Why did Dominion display a picture of the parking lot at Autumn Ridge park instead of showing the effect the Kraken would have on the baseball field?
- Why can't Dominion rep Andre May answer simple questions about the Kraken loop, like how tall the poles might be, how far apart they might be, or the length of the Kraken route through Stafford?
- At the public open house held on November 12 in Stafford County, a Dominion rep asserted that the Kraken could not be buried. Which studies did Dominion use to determine the Kraken could not be buried?
